Under the commonwealth constitution and common law, vicroads has no authority to make rulings (so called laws). The governments of Australia are unlawful as they have taken it upon themselves to make all government departments corporations for profit without the knowledge or the approval of the Australian people which must happen for any government ruling to become lawful and enforceable. There is no representative government any more, under the current legal system which is unlawful, as far as I can work out this happened as far back as 1929. We have two systems of law one is the one that the authorities want us to believe is in force, the complicated legal system in which you can do anything as long as it is legal within that system, whether it is right or not, and the simple, real law of the commonwealth which is the only enforceable law in the commonwealth.
